If you still aren’t able to press PLAY, follow step 3, otherwise, proceed to step 4. After updating if you are still not able to press PLAY, click on OPTIONS in the Fallout 3 menu and set your resolution to your desktop resolution.
After Installation launch Fallout 3 and press the Play icon.
